We envision the Illinois Quad City region will become an economic leader in the Midwest by capitalizing on our entrepreneurial heritage of supporting existing business expansion, the attraction of new companies in industries that require cutting-edge, technical skills, and by building on our fine quality of life to retain and attract diverse, young talent to support a renewed economy.

In March of 2004, the Illinois Quad City Chamber of Commerce formed a strategic economic partnership among the Chamber, Rock Island County Board, the Workforce Development Board of Rock Island, Henry, and Mercer Counties, and the Cities of East Moline, Moline, Rock Island, Silvis, and Milan. The goal was to conduct a study and develop an Economic Positioning and Human Capital Plan that will help make the Illinois Quad City economy competitive and sustainable. The result - Blueprint2010: A Regional Strategy for Unified Growth
